the best is use some aloe vera gel u can get from any herbal shop. it really helps, it will make your lips soft and healthy looking.
Berts Bees products work good you can get them at Wal-Mart or Target.

Also you can try CO Bigelow products sold at Bath and Body Works they have a Mentha Lip Shine it works great!!!
Carmex for the cracked/chapped part and sephora.com sells many different lip glosses/plumpers, etc.
go to boots or superdrug and buy 'carmex' it comes in a small yellow tube and it's around 拢3.
BLISTEX !!

Apply some Vaseline on ur belly button after every shower. And also use any chapstick on ur lips.... I hope it will help you get rid of chapped lips.
I get those dry cracking lips every winter. I just use the lip balm that you get in the supermarket and I keep them all over the place so I never run out.

Works well fer me
Good old fashioned Vaseline is the best, you can buy small tins especially for using on chapped lips,in superdrug or tesco,if you have chapped lips say tonite when you go to bed,put some Vaseline on and by the morning they will be soft again.I have used it for years and it is better than all the lips salve and chap sticks .
Use carmex and an old toothbrush and brush it till all the dead skin comes off. Carry on using Carmex.
OMG!!!!!!!! You have got to get the Lusciously Delicious

Victoria Secret has a new line of lip gloss'. It's called ';Beauty Rush'; and it really keeps your lips moist for hours. Seriously no drying out!! They even have a nice taste to them... There a six 46oz. tubes in a set. Try it and you will definitely like it...
use carmex!!

its cheap and it works great... leaves your lips soft
well when i first notice it i put chap stick on before i go to bed.
Firstly - you get chapped lips if you are de-hydrated - so drink lots more water.

Also - if you lick your lips - this will cause them to dry and crack - because of the acid in your saliva.

Carmex works well for my daughter - she lick her lips all the time but this seems to help her.

Also to make them plump - after you wash your face - take a face cloth and gently rub your lips - in small circles. If you have ever applied lipstick, then changed your mind - you will have noticed that your lips appear a little more red and slightly swollen. Most products contain Menthol of Eucalyptus, possibly Ginger too.
burts bees

its a beeswax lip balm

try that
Blistex makes your lips soft and heals all the cracks - guess your onto some kind of lip gloss for plump look!
use vaseline on ur lips when u go out to prevent them becoming more chapped. try using e45 on ur current chapped lips that may help :D
try carmex it does wonders for my lips ...and its cheap : D
Try Bobbi Brown lip balm. Not sayin that it will stop it completely but it will help. Sometimes peeps just have cracked, chapped and dry lips and it's somethin u havta live with.

Good luck.
Firstly, make sure you stay really well-hydrated! Drink loads of water, but not caffeinated stuff (Coke, coffee, tea, etc.), which just dehydrates you.

Then, use Vaseline, like everyone else is saying. It works so well!

Another nice thing you can do occasionally is make an olive oil and brown sugar scrub and rub it on your lips to exfoliate them - it makes them really soft and smooth!

xx
put some vaseline on !!!!! 3-4 times a day it will help......
Your lips don't produce any natural oil like the rest of your skin does so you have to make sure that they are protected from the elements and well looked after.

I always moisturise my lips along with the rest of my face in the morning; at night I rub a little olive oil into them to get loads of nice moisture in and once that has sunk in a little I cover it with Vaseline.

The reason Vaseline (or any other similar product) isn't healing the lips is because it doesn't sink into your skin, it just sits on top.

However because of this it is really good protection against the weather as it stays there and it also helps to seal in any moisture you are adding to your lips.
