Can someone have chapped lips all the time?

I have had chapped lips for like 4 years it never goes...what should i do?Can someone have chapped lips all the time?
my lips get dry alot too, so i always seem to have them. but i just use alot of chap stick. but if it's hurting i would probably see a doctor. mine don't hurt!Can someone have chapped lips all the time?
Have you ever heard of Chapstick or Carmex? Works like a charm.
I was wondering if you had thrush?!
